Smith told the gathering that his firm intends to significantly expand operations across the Middle Eastern region. "The opportunity is enormous," he said. "We're seeing tremendous momentum for economic modernization here, and blockchain can serve as the foundation for entirely new financial systems." He expressed particular enthusiasm about Saudi Arabia and the UAE's determination to accelerate their technological capabilities rather than relying on conventional infrastructure.

The Middle East has become a focal point for digital transformation initiatives. Khaled Biyari, leading Saudi Telecom, highlighted his nation's commitment to fintech integration within its broader modernization strategy. The kingdom recently committed $45 billion toward SoftBank's $100 billion technology-focused fund, signaling its pivot away from traditional economic models. "Our region has historically depended on commodity exports, which leaves us vulnerable to market swings," Biyari observed. "The strategy now centers on building a knowledge-based economy through technological investment."

Dubai's blockchain push forms part of its broader "Smart Dubai" initiative, which emerged from coordination between the Smart Dubai Office and the Dubai Future Foundation. The government's goal is to digitize all administrative procedures and eliminate paper-based workflows—a shift that would reduce annual paper consumption by nearly 100 million transactions. The Smart Dubai program encompasses multiple strategic projects designed to advance the city's technological capabilities.

Supporting this ecosystem, Dubai has established the Dubai Future Accelerators, a three-month intensive program that connects emerging entrepreneurs and corporations with established industry players and government resources to develop next-generation solutions.
