The Ethereum Foundation's protocol team has fixed December 2029 as the date by which Ethereum's execution, consensus and data layers must all survive a quantum computer.

Two posts published on Monday explain how it intends to get there. One grades all 62 Ethereum Improvement Proposals submitted for Hegotá, the hard fork that follows Glamsterdam. The other sets out the Protocol cluster's priorities, and post-quantum readiness across all three layers is what it calls the north star. Neither document contains any post-quantum code. Hegotá is not the fork that makes Ethereum quantum-safe; it is the fork that determines whether the ones that do arrive on time.

Two proposals were graded S-tier, meaning must-ship, the items every other scheduling decision bends around. On the consensus layer that is FOCIL, or Fork-Choice Enforced Inclusion Lists, filed as EIP-7805. It hands a committee of validators the power to force valid transactions out of the public mempool and into a block. Today a dominant block builder can quietly leave a transaction out and nobody can compel its return. Under FOCIL the committee's list is enforced by the fork-choice rule itself, so a block that ignores it is not a block the rest of the network will build on.

The execution-layer headliner is Frame Transactions, EIP-8141, which breaks a transaction into programmable frames handling validation, gas payment and execution as separate stages. Native account abstraction is the visible result: custom signature schemes, sponsored gas, batched actions, none of it routed through offchain operators. The quantum relevance sits in the first of those. Signature verification that is programmable rather than hardcoded is verification that can be replaced, and replacing ECDSA with something a quantum computer cannot unwind is the migration problem in a single line. That is why the Foundation files an account abstraction proposal under post-quantum readiness rather than user experience.

Three A-tier proposals travel with the headliners: EIP-8369 alongside FOCIL, EIP-8250 and EIP-8272 alongside Frame Transactions. B-tier items will be judged one at a time and never adopted in bulk. C-tier proposals stay in contention with nothing promised. Twenty-eight of the 62 were declined outright.

"Delivering both headliners safely, and testing the interaction between them, is the fork's core engineering commitment," the Protocol cluster wrote.

Then there is the schedule. Glamsterdam, whose repriced gas has already sent the Foundation warning wallets and gas estimators to prepare, is due in the fourth quarter of this year. Reaching December 2029 from there requires an average of one fork every 7.2 months, a figure the Foundation calculated itself. Under the current roadmap the minimum-viable post-quantum milestone sits at a fork provisionally called J*, with full resistance at L*. Hegotá will be engineered while the specifications for I* are still maturing, and research for J* through L* has to run alongside both.

Post-quantum readiness is one of five multi-fork research arcs the cluster is running; fast finality, privacy, state and zkEVM are the others. Multi-fork work is not new to Ethereum. Proto-danksharding spent years in specification before EIP-4844 finally shipped with Dencun in March 2024. Running five such arcs concurrently against a fixed external deadline is new, and the Foundation's own assessment is that the cadence leaves little room for error. This is a project whose developers once postponed Constantinople from November to January because bugs surfaced on the Ropsten testnet. That was one fork with one headliner.

The 2029 date rests on an assumption the Foundation states without hedging: plan for Q-day arriving as early as 2030. It admits the assumption is deliberately aggressive and that most credible estimates place a cryptographically relevant quantum computer further out. "Its timing is outside anyone's control, which is exactly why we have fixed a target rather than waiting for certainty," the post said. The date lines up with migration deadlines set independently by Google, Cloudflare and Microsoft.

Non-negotiable, it turns out, means non-negotiable until January 2027, when the Foundation will reassess quantum progress with outside experts. That makes the deadline a commitment device rather than a guarantee, and it is the right instrument for the problem. A fixed date forces the sequencing arguments — which fork carries which precursor, which research arc has to land first — into the present, where they can actually be settled. The alternative is what bitcoin has been doing, which is arguing about whether to act at all. The first quantum-safe bitcoin spend reached the chain last month only because StarkWare's transaction was nonstandard under Core's relay rules and MARA had to mine it directly.

"Shipping post-quantum readiness early is the secure thing to do. It is the strategically responsible thing to do," the Foundation wrote. "It is the clearest signal we can send that Ethereum intends to exist 50, 100, and 1,000 years from now." The first test of that resolve is four months away.
